The North-South Commuter Rail Extension Project was originally launched by the department of transportation together with the PNR in July 2015. The project was recently started with a ceremony on September 18 2021 in Pampanga. Together with the Japanese Ambassador Koshikawa Kazuhiko who participated in the joint site inspection at the Clark International Airport Station, they led the ceremony and officially announced the construction of the North-South Commuter Railway. The Japanese International Cooperation Agency will be the one to fund the procurement of the railway systems and rolling stock while the Asian Development Bank will fund the infrastructure.
The North-South Commuter Rail Extension Project will be the first airport railway service in the country. It aims to cut down the travel time from Clark International Airport to the cities such as Makati. There will be 6 stations that will link the cities in Central Luzon and Metro Manila.
